Move USDA's International Development Assistance to USAID

Yes

USDA's Foreign Agricultural Service administers many international development programs, and is redundant with USAID. Move this function to USAID

    Sounds good, but this would be more likely to weaken USG international development assistance in the agricultural sector by reducing access to technical USDA domestic agencies (with extensive international expertise and activity). USAID would eventually rely even more on expensive contractors with very little institutional agricultural expertise.
