Currently SSA utilizes a payment center staffed by Benefit Authorizers (BA) who manually authorize payments on approved Title II claims while SSI claims under Title XVI are automated. By automating the authorization of Title II claims, BA could be retrained to assist in the processing of Teleclaims and Internet applications reducing the workload of SSA District Offices while decreasing the lag in claim processing and eliminating human error from benefit calculations.

If BAs did not rework the CRs computations, the number of computational errors made by SSA would literally reach into the thousands. I'm a BA. We have to correct about 1/3rd of the CRs computations. CRs training is inadequate in this area and MCS can't process anything complicated. That is why the BA exists, because MCS can't handle dual entitlement.
