Retirement benefits are penalized by part-time work, especially the closer you get to retirement. Make room for younger people to phase in, while keeping the expertise of experienced people available for a longer time, to make the transition less catastrophic.

Great idea as long as the "high three" are still computed on the equvalent full-time salary. This would save money in not paying fulltime salaries of the highest paid employees.
Since benefits are such a large part of compensation, part-time employees should expect to reimburse for that proportionally.
My experience is that part-time employees always get benefits reduced proportionally.
The ones close to retirement are already working part time 8 hours a day. A good part of them anyway. Just saying it the way I see it!
Not at all true in my office. And in any event, if they're dead wood, wouldn't it be better to pay them less for it?
