If a person wants to switch disciplines that should be encouraged. They already have experience in the Govt. as well as being fully entrenched in the system. There should be a way to get them trained if they wish to switch departments.

Not only IF they wish to switch, but if they may be forced to switch ie injury, hostile work environment etc.
Why not implement a CROSS-TRAINING initiative for all agencies!! This would allow all employees equal oppurtunity to go for a job when it is bidded, and compete equally - just by allowing them to spend 6 months or less of on the job training..
I like your suggestions. However, job vacancy announcements for grades above GS 11 usually have so many specific experience requirements only obtained by working in that office or agency that outsiders usually are not certified as qualified.
