Wouldn't it be a better to pay locals in Afghanistan and Iraq the going salary rate in their countries instead of the current inflated international rate? Better for the locals because we could put more of them to work to rebuild their own infrastructure and better for us because less expensive. Salaries in Germany after the war were moderate and look how quickly they rebuilt their country. Locals working for the internationals at inflated rates scew the whole economy.
