Some job positions have lots of applicants and yet those people get automatic premium incentive pay for those encumbered positions. While other job positions for small specialized fields have a hard time getting qualified applicants and yet those positions don't get extra pay such as automatic overtime but they especially have to work the long hours because there is not enough of them. I think there needs to be a top down look at all agencies to evaluate the need for some of the premium pay, especially for large groups of similar jobs that don't have a problem finding applicants. We can not trust agencies to give a self objective assessment of themselves, because the large groups inside them yield more power than the small ones. Perhaps a chart of all premium pay government wide needs to be published with cost figures broken down by skill codes and skill group sizes.
