Have a review of tenure for all government employees every five years. Underperforming employees will have six months to a year to improve performance or they will be terminated.
(Yes, I am a government employee of 10 years and I like my job and enjoy my colleagues. But we are all frustrated by the "dead wood" that accumulates, particularly close to retirement, and the lack of incentives for these employees to actually try and do the jobs they are being paid to do. Let's give them some incentives!!)
