This isn't rocket science.. When a family applies for welfare of any sort involving federal money; the father(s) of the children should be named thereby holding those men accountable for all the children they have fathered, without regard for their care and upkeep. Those men will simply owe the US government every cent the US government is obliged to spend towards the welfare of those children. Those fathers will face a lifetime of dealing with the IRS. Wage garnishments, seizing of property, their lives will be miserable. A grrrrrrreat way to make men think twice about fathering children with no intent to support. It's all legal too. No special laws required, just hold these guys accountable. That would be an incentive for the men. The women should be informed that, without exception, they will receive NO ADDITIONAL BENEFITS OF ANY SORT if they have children while already on public support. These two things would save billions and all it would take is for congress and the president to enforce those policies.

I agree that women should take charge of their family and hold the fathers accountable. We need to educate our young girls on better choices. In many low income communities, it is so commonplace for females to start having kids young and continue having more children then they can afford. Working in a prison, I see many males that have fathered numerous childen by several women. Both males and females need to step up and do their part to prevent unwanted births and care for children that they created.

There is actual incentive right now for young women, especially young urban, poor women, to have children out of wedlock - they can essentially marry the state. They are then rewarded with additional funds for every child they produce. It's abhorrant, abusive and out of control. There's no logical reason why we let this go on. It can be prevented. The man and the woman need to be held accountable and liable by law. Simple. Sweet Effective.

How about teaching women that if you cannot afford one, don't have two, three, four ++ because it will stretch your meager budget even more. Having more children while on welfare should not result in revenue increases for the mother. She should think thrice about getting pregnant again. Yet the opposite seems to be true. Obviously these women are benefitting from the current system by having numerous children.

Hold mothers and fathers accountable. Not by destroying the adult, but make sure that both parties can maintain a roof over their heads before taking one parent is taken through the ringer by the other parent who may not even take care of the child or children with the support given.
If the parent does not want to be a parent monetarily, or morally, create a system were they are forced to work for those children until the children turn 18 or complete college.
Ensure the children belong to that person then help the parents become accountable for their children.

In response to the comment two above... Child support to the mother is the right thing to do, but when that doesn't work, the mother may have to go on public assistence. At that point, the man isn't providing adequate support, so society takes over - welfare. All I propose is that any money the taxpayers have to pony up for the benefit of your child and because you can't or won't do it yourself, wellsir, you are gonna owe the taxpayer that money. In other words, in lieau of adequate and proper child support.... 'When a Family applies for welfare...'"
