FEMA should be replaced by the US Military. The military is uniquely equipped, and quickly deployable with Air Transportable Hospitals, tent cities, doctors, etc, as well as civil engineering, communications, etc. Oversight would be a single General, who can use resources from all branches of service. This would all be accomplished using EXISTING military personnel.

As a former military member, let me just say this. The military is good for blowing up stuff and killing people. They are not trained as humanitarians, nor rescue workers. Their job isn't to hand out food to people, or guard Walmarts. If a riot broke out, their training is to lay down supressing fire and then either secure the site they're guarding and eliminate hostiles, or tactically retreat to call in air-support. Our military is already stretched thin, we don't need them deployed to every earthquake and hurricane that comes around.

I am a military member and I can say that the military already provides numerous humanitarian missions, and our doctors, nurses, Civil Engineering, etc folks primary mission is not "blowing stuff up". These missions provide "real world" experience that would be invaluable during their wartime mission. The military (like the rest of the government) is constantly having to prove it's worth, and these humanitarian missions prove invaluable with our community relations.
