Disable internet browsing capability and/or monitor browsing patterns to flag any non-government related activity for supervisory action to halt activity and/or implement a personnel action against the offender.

You have to consider how in the world you're going to know what is and isn't job-related.
Second, it doesn't do us any good to spend so much time monitoring the problem that we begin to waste more money and resources monitoring it than what we sought to save.
Also, it’s not like we don’t have any controls on this because we do. It’s just basic management 101, you have to be aware of what your employees are doing.
That being said, we don't want to make the workplace so draconian that people can't use the Internet to check the weather or find out about a school closing or something. In fact, there is policy out that states that it is allowable for limited unofficial use of government Internet access (as well as equipment) under certain conditions.
The Internet is so much a part of everyone's life (in general) we can't pretend that we're going to stop it's use altogether. It wouldn't be a good even if we could because if we want to attract a talented workforce, we have to create an environment that people want to work in. We’re competing with the private sector for talent and most of those companies have liberal (but measured) policies for computer use.

As above the Internet is now fully part of our lives both on and off duty. A world of information at our fingertips is not bad and I would rather have my employees aware of world events than unaware. Run programs to block porn, gambling and social network sites but the Internet as a whole is only positive.
