Would it be possible for an individual to pay a certain fee and take examinations without actually attending the class. To earn the degree, they would have to meet the same criteria as students who attended the classes. This would be a self-study program that would generate income for Colleges that would not get these students otherwise and would motivate those mentally hardy enough to pursue that line or encourage hands on experienced individuals to pursue a degree. This would improve the statistics of being the best educated country in the world.

They're called CLEP exams.

Thanks for sharing about CLEP; I had no idea. I will have to read and research it more but from what I just read, it seems to work only towards a partial degree not the whole. Am I right?

CLEP and DANTES exams provide a way to test out of individual courses providing credit toward a degree. Most schools will allow enough of these exams to essentially wipe out the first year or two of college. You'll still have to take some courses but the class-load will be dramatically reduced.
Also, many colleges allow credit for life/job experience. I'm not aware of any degrees that can be achieved by testing alone at 100%, but you can possibly come close for the first 2 years.
I believe that some colleges will allow you to take an exam in lieu of a course after making certain arrangements. Today, colleges are really going out of their way to make education accessible, but I don't know that there's a utility to being completely absent from class for the entire course of a degree.
I hope this information helps but just for the record I think your original idea falls outside of the scope of this survey. I think the point here is to look at what you do as a government worker, to look at things from your unique knowledge set and offer a suggestion about improving a process that you're familiar with. Since this survey is being administered by the executive branch, it's also intended to find things that the executive branch can fix.

Thank you for the additional information. However, I do not agree with you that my original idea falls outside the scope of this medium for collection of ideas. There are many federal employees who joined the federal Governemnt without a degree and cannot move up because of the lack of it. Knowledge of options available or if my idea is heeeded and a complete degree is made possible the educational caliber of the Government workforce would change for the better. Improving Educational possibilities is administered by an agency of the Executive Branch - the Dept of Education. You would not know if I were an employee of the Dept of Education. I suggest you consider being broad minded and open instead of judgemental.

I disagree, by your own argument your claim is that these employees without degrees already have the requisite knowledge and experience for a degree. Allowing an easier degree path simple lets the governement pay more for the exact same skill set. I have no problem with work experience counting towards a degree in fact I was awarded several credits in my own program for prior experience and this might even be a great idea to expand dantes and CLEP to even to a level encompassing an entire degree program, but this idea will in no way, shape or form save Uncle Sam money, only cost.
