Federal agencies may increase global trade by offering their programmatic and technical expertise to emerging and developing countries. Agencies would serve as consultants to their clients to assist them in the improvement and implementation of better government services. An example of this type of practice can be seen at our military levels of government, where training is provided to military personnel from other countries. These global interactions can serve as a revenue boosting element for federal agencies, and as a way of trading knowledge and building international partnerships.
