End of the Year Spend Down

Yes

It is general knowledge that Agencies/Institutes spend down their annual budgets at the end of the fiscal year in order to receive the same or higher budget for the following fiscal year. This method of spending is in many cases very wasteful. Agencies/institutes should request budgets for a new fiscal year based on their needs not based on their previous years budget.

End of the year overflow should be used to:

(1) pay back what the government has borrowed from countries

(2) put into social security/medicare funds

(3) saved in an escrow account for emergency uses

    This is the same as #760. It assumes offices have don't need those funds, which may be the case for some. For others being fiscally responsible, they wait till end of year for many items to ensure there are funds for essential items throughout the year... like if the AC goes out.

    Agree! A suggestion is to allow unfunded (unspent) money from one FY to be carried into the next FY with next year's funds reduced by the amount carried over. E.g. $10K left over from FY11; FY12 Budget $100K; Only give $90K in FY12 (Budget - Left Over). Results in agency still having Funded budget for FY12 ($90K + $10K Left Over = $100K Budget). Agency not punished nor shorted operating funds for FY, Government saves Left Over amount.

    Lets try to keep this idea together one big thread. It is currently up to #7 and with more votes we can win this battle and eliminate this waste of tax payer funds.

    Employees of an agency that saved money could even get a percentage of it as a bonus, which would increase their incentive to end the year in the black.
