Decrease Military Contractors

Returning soldiers from Iraq and Afghanistan claim that they are the ones doing the job contractors are paid to do. So, why do we need contractors? A 3-star General returning from Afghanistan also claimed two weeks ago that millions of dollars are being flown out of Afghanistan by contractors on a daily basis; and these amounts are being taken/deposited to foreign accounts! If the job or task can be done by our soldiers or civilian workers deployed, why do we need contractors?
