Each year US citizens are given the option to donate to the Presidental fund; however, many feel this should occur outside of the normal government channels. My idea is to replace the portion of the tax form with a option to donate a portion of your tax return (percentage or a specific dollar amount) to reducing the national debt. This way each US citizen plays an active role in taking ownership of our expenditures and the responsibility to paying them off thus in return holding elected officials accountable to the citizens that elect them.

Our you suggesting taking apart of your refund and helping pay down the debt if that is the case I would agree. If it is allocating your taxes it would have no impact except to decrease government revenue and thus increase the deficit by the same ammount. Only way to do this is if we were running a surplus like in 1999-2001 before the Bush tax cuts eliminated any possibilty of paying off the debt.
