Creating competition for sole source contracts over $5million

Yes

By creating competition, the federal goverment eliminates overspending from sole source vendors. Procurement is understaffed in most gov't agencies and contracts are not scrutinized thoroughly. Contracting Specialists and Contracting Officer Representatives do not supervise contracts efficiently and vendors overbill the gov't constantly because of their lack of accounting and financial experience. Sole source vendors take advantage of government agencies that do not have a well trained technical and financial staff.
