Create self-sustaining entities in federal government

Create a sub-set of federal government activities that are self-sustaining. Where fees are already charged, evaluate fee structure for maintaining self-sustaining mode. Where fees are not charge, create fee structure of any activity that can move effectively to self-sustaining mode.
