Convert Term Employees to Permanent based on Performance

Yes

There should be a way for term people to convert to permanent people based on performance. If a person is fully successful in their position, and the agency wants to hire a permanent person for that position there should be a way to convert the term person. It is extremely inefficient for the government to spend time and resources processing a new job advertisement, holding interviews, processing a new candidate for the position and then training a person if they already have a fully trained and successful person in the position. If the term person is selected as the candidate after the current process, then the government wasted time and money in the advertisement and interview stages. If the term person is fully successful for the position but did not qualify to interview solely because a veteran applied, then government wasted all of the resources and time it used to train the term employee to be an asset to the organization.

If term employees are doing a great job, why should the government let them go when they want a permanent person for the same position? If the term person is not fully successful in their position, then I can understand holding additional interviews. However, the way the current system is set up allows people who have proven themselves to be an asset be let go of.

  1. This should be expanded to allow exceptional contractors to compete for billets that largely duplicate the work they currently do. There should also be some procedure to allow an employee to be promoted into a new, existing position without having to endure the federal hiring process again.

  2. This idea makes too much sense to be adopted. DOD liked having temp workers stay temp workers in NE Philadelphia to avoid paying benefits.

  3. Term employees are term employees for a reason. If a new permanent full time position is created, they need to compete the same as any other citizen. I believe the only change that should be made is if their specific position is being converted to a PFT and then they should only be given a preference equal to a veteran (non-disabled).

  4. I believe the above individual may not understand the significance of the issue presented in the contributor’s original post. Yes, term employees are term for a reason this is understood. However, when the term employee is functioning and performing the responsibilities of a specific position and this exact same position is now being converted to a PFT, and is advertised as such, the term employees experience in this position’s duties, agency, etc., are not even considered for the exact same position they currently hold, in the exact same agency. It does not matter how much experience they have or even the glowing evaluations they have received for their exemplary performance, the term is not even able to make the certification list if there is a veteran or merit employee applying for the position the term employee is currently performing. I will admit in one instance, there were two term employees that just magically raised above all other term employees in a particular agency and were hired into permanent positions above other terms in those same positions that also apply for these positions, which were being converted to permanent. The waste of resources, skill sets and experience is just how it’s done in the Federal Government and although this effort of IdeaScale is a noble one, I don’t feel it will change and it will be business as usual especially when it comes to hiring practices.
