A fantastic way to increase efficiencies is to reduce administrators and doubled/tripled efforts and no efforts due to confused overlap. I work as a regulator in private establishments that are scrutinized by multiple agencies which produces over the top waste. We should not be squandering our limited resources by wondering: does a given responsibility belong to my agency, another agency, multiple agencies, or no agency? It is my belief from experience, that more than fifty percent of the fluff in this bloated government can be eliminated. In a welcoming way we can improve results with far less funding – efficiencies the federal government has lagged relative to private industries that cannot print money or utilize unlimited borrowing powers.

It's a nice idea in theory. The problem is that this is not an actionable item without specifics. Who gets eliminated? Who gets merged? Who determines what is bloat and what is not? Would GAO conduct a government-wide study?

To be honest, the truth is that there is so much overlap because of redundancy, and the cost to the tax payer is multiplied several times over. For example, all law enforcement should be under one agency, and No the FBI should not be the LEAD agency.
The public has no idea of the cost and overlap and redundancy of the different agencies. I see this day in and day out numerous law enforcement agencies doing the same cases.
For example, WHY is ICE doing Title 21 cases? I think we have enough problems with the borders that ICE can remain tied for a bit. Or the FBI getting into everyone's cases, such as drugs (which should be DEA alone), Weapons (which should be ATF alone), Espionage (which should be the CIA alone) and of course Fugitive’s (which should be US Marshals alone). The FBI should focus on FRAUD to the GOV.
If Federal agencies learn how to remain in there "lane" we would have a proficient law enforcement agencies nationwide.
