Since Sick Leave can now be counted toward time and pension, this only makes sense.

Currently, leave can be donated to approved individuals so I am not sure what the 'new' idea is here...

currently only Annual leave can be donated through the leave share program.

Allow it, but make sure the donator understands that SL is not use-or-lose like AL is.

Government is making out like a fat rat in the case of people retiring with unused SL. How many people actually have so much that it can be counted in a meaningful way towards retirement? Most people can't, but wind up turning in hundreds of hours.
It would only be fair to be able to take half, split it with the government and let the other half go to the leave donation program to help a fellow worker recuperate from an illness or care for a family member. Leave should just be called Leave, drop the SL and AL, but in the absence of that, and with a wave of the pen, split the unused SL that is going back to the government without compensation, split it with those in need. Fair is fair.
